Our experience is current, combining aspects of sampling and analysis, professional consulting, and engineering services. Specific air quality experience encompasses a broad base of services which include permit applications (including PSD, Title V and state operating permits), strategy development, emissions sampling and analysis, and control technology assessments.

CEC engineers and scientists are currently assisting industry with renewals to Title V Permit applications and have experience with construction and operating permits. CEC's staff has the know-how to determine the applicable regulatory requirements to develop practical, effective permitting strategies and to assist industry in negotiating successful permits.

In addition, CEC personnel have worked on numerous complex Prevention of Signification Deterioration (PSD) and New Source Review (NSR) projects and have provided related services like control technology evaluation and dispersion modeling.

Emission Inventories and Characterization

Construction and operating permits, modeling studies, risk assessments and other air quality studies require information on emission sources, types and quantities of pollutants, processes that produce air emissions, and air pollution control equipment. CEC's experience and process knowledge enable us to inventory emissions of criteria and hazardous air pollutants (HAP). We evaluate manufacturing processes and examine material inputs and outputs in order to calculate emission rates.

CEC also has significant experience in characterizing and determining landfill emissions. We routinely work with the solid waste industry and other landfill sites to establish inventories of emission sources, estimate emission sources, and determine their permit status.

CEC staff is experienced in performing source sampling and characterization studies and in using the resultant data to calculate emissions. CEC personnel are experienced in the selection and use of U.S. Environmental Protection Agency (EPA) sampling methods and protocols. CEC personnel use relational database management systems to archive and handle the emission data. These systems relate emission rates to production measures or process parameters and are useful in projecting future emission inventories.

Dispersion Modeling

CEC's staff is experienced in air quality dispersion modeling. The staff has used the EPA Guideline models for routine situations and specialized models for unusual applications, and has managed model development projects. We have also been involved in the evaluation of point source models and of regional-scale models, such as the Community Model for Air Quality (CMAQ).

CEC is an accredited Air Emission Testing Body (AETB) in compliance with ASTM D7036 - Standard Practice for Competence of Air Emission Testing Bodies. Accreditation has been granted through a joint evaluation by the Stack Testing Accreditation Council (STAC) and the American Association for Laboratory Accreditation (A2LA).
